There’s one more thing to blame the weather on: the expected April opening of the new water treatment plant in Stevens County is being delayed. Morris City Manager Blaine Hill explained at this week’s City Council meeting that it was a combination of massive de-watering efforts earlier in the year and the long stretch of bad weather in the area.

The implementation of new water rates will also be delayed until May. Severe delays could lead to financial penalties for the contractors.
