With the state in a huge budget deficit, Morris City Manager Blaine Hill will be preparing department heads to plan for some deep budget cuts. Hill himself has to soon prepare the city’s budget figures.
“This is probably going to be the hardest budget that I’ve put together — and I’ve been doing this for 30 years,” said Hill.
One silver lining for city planners is that labor contracts with many of the city’s departments are nearing the end of a three-year contract, which means the city will be locked into any wage increases for the coming year. Labor expenses, Hill told KMRS, are one of the biggest expenses in the budget. With some time to plan yet, Hill said it’s good from a financial perspective to go into labor negotiations with some flexibility.
